A conflict-of-interest provision of the ethics reform law approved by lawmakers in their fall session prohibits lobbyists, and their spouses, from serving on most state boards and commissions. Julie Cellini chairs the board of trustees of the Illinois Historic Preservation Agency, which oversees the Abraham Lincoln Presidential Library and Museum. She spent years as a volunteer helping to establish that library in Springfield.
